"Online borrowing and community delivery" is a new type of library service based on Suzhou Library and FRID technology. Integratedwithvarious high technologies, different community delivery points can be selected within the city, and books can be delivered to readers. This service can facilitate the public to borrow books, and at the same time it can increase the usage efficiency of the literate resources. This service consists of 4 parts, namely, delivery point subsystem, background management system, logistics distribution system, user terminal system. The readers can access the online borrowing platform of Suzhou Library with a computer, mobile, tablet PC or other mobile intelligent terminals, and they can make a request of book-borrowing online; after the books are found in the library, they can be delivered by the logistics system to community branches or delivery points specified by the readers, and SMS messages will be sent to the readers. The readers may then scan their library cards and get the books; when returning the books, the readers may also put the book in the community branched or delivery points. Simply put, the readers only need a library card, a mobile or a PC, and he/she can enjoy the book delivery service. This will be a perfect combination of digital technology, intelligent technology and conventional library.

"Online borrowing and community delivery" is a new service model of public libraries, which is conservation-oriented, economical and convenient. To a certain extent, this represents the future development direction of public libraries. Its main features and significance include:

This system has changed the conventional library service model. On the one hand, it breaks the place and time restrictions of book borrowing, and provides 24-hour book-borrowing service; on the other hand, this system also promotes the transition from passive service to active service, and the transition from "come to borrow books" to "go to deliver books". At the same time, due to the network management and intelligent management of the library system, the problem of reader concentration in library has been alleviated to a great extent.

This system is an innovation of public cultural services. "Online borrowing and community delivery" is an innovative model of public library digital cultural service inthe background of information society. It starts with "demand orientation", and aims at "satisfying readers' need and facilitating readers' borrowing". This is a typical project to explore the transformation of public cultural services from presence and entities to presence, entities, online and digital. It not only improves the operating mechanism of Suzhou Library and its branches, but also extends and expands the public cultural services of libraries, and will be welcomed by the public readers.

This system is an effective solution of the circulation problem of the books from the Suzhou SecondaryLibrary. Constrained by the premises and inventory of the current Suzhou Library and its branch libraries, the book collection is far from the demand of the readers. After the Secondary Library (super library) is built, the collection volume will be increased greatly, but many readers may still find it difficult to borrow books because it is limited by the location. When the "Online borrowing and community delivery" program is implemented, relying on efficient logistics system, the long-distance and fast circulation between the super library and the readers will be realized.

The "Online borrowing and community delivery" program is a latest high-tech product initiated by Suzhou Library which combines various high and new technologies, and it is a concentrated embodiment of Suzhou Library's operating concept and service principle. We believe that in the near future, the "online borrowing and community delivery" will create a new public library service model for us.
