Sci-tech novelty retrieval

Sci-tech novelty retrieval is a task set up by Chinese Ministry of Science and Technology to avoid duplication of scientific research projects and for objective and correct identification of the novelty of scientific research results. The novelty retrieval institute will provide the paid service in accordance with the science and technology retrieval norms.

Suzhou Library, based on the support from its rich literature resources and human resources, can provide various kinds of novelty retrieval service and consulting service at various levels for enterprises, institutes and research institutes from Suzhou and the surrounding areas, and the service covers chemical, machinery, electronics, biology, materials, medicine and information technology. 

Retrieval scope: scientific research project approval, declaration and reward, achievement appraisal, innovation fund, leading talent, high-tech achievement transformation, high-tech enterprise identification, technical consultation, project accomplishment, patent preliminary review, paper publishing.

Application

The scientific and technical novelty retrieval project can be applied in two ways:

Materials to be provided

Scientific and Technical Novelty Retrieval Request Form.

According to the project type, thefollowingmaterials might be provided: test report, enterprise standards (products), user reports, technical reports, declarations, product samples; since the independent intellectual property rights are highly valued, please provide patent specification whenever possible; if a patent is not applied yet, you can entrust us to provide assistance.

Whenever possible, the entrusting people shall provide related scientific and technological background material, as well as reference words, including key words in both Chinese and English, classification number, chemical substance registration number and other information.

Project acceptance

The novelty retrieval projects will be accepted by the designated person from our institution.

Review the items filled up in the "Scientific and Technical Novelty Retrieval Request Form", check the materials submitted, and collect the retrieval fees for those project which can be accepted.

The "Scientific and Technical Novelty Retrieval Request Form" and other materials provided by the users shall be used as the basis for the novelty retrieval and will be retained in our institution. We will keep the materials from the users confidential. In the event that any retrieval error occurs due to improper materials provided by the users, the consequences shall be borne by the users.

The novelty retrieval is a scientific, rigorous and complex job, and in order to ensure the retrieval quality, the work cycle is generally 2 weeks.

If users have different opinions on the findings, they may submit their opinions and supporting materials to us within one week after receiving the retrieval report. After a certain amount of charges are paid, we will organize experts to review the findings. If the user's opinion is found to be correct, the retrieval reports will be modified and the review charges will be refunded in full or in part as appropriate.

In order to ensure the quality of scientific and technological novelty retrieval report, the working periods from acceptance of the application to the completion of the report are as follows: 10 days for domestic novelty retrieval, any request to submit report in 4 or less working days will not be accepted; 12 days for foreign novelty retrieval, any request to submit report in 6 or less working days will not be accepted; 12 days for novelty retrieval at home and abroad, any request to submit report in 6 or less working days will not be accepted. The above mentioned working cycle do not include report delivering and mailing time.

If the users need to expedite the retrieval, the time and cost shall be determined after consultation between both sides. Generally, the urgent request for domestic retrieval shall be no less than 5 working days, foreign retrieval and retrieval at home and abroad shall not be less than 7 days. For each working day expedited, an urgent fee of 50 Yuan will be charged for domestic retrieval; and 100 Yuan per day for foreign retrieval and retrieval at home and abroad.

In principle, the novelty points to be retrieved shall be under 3, and to change or modify each point, an additional 100 Yuan shall be added to the total price for domestic retrieval, and 200 Yuan for foreign retrieval and retrieval at home and abroad.

Any retrieval projects which has been done for more than 2 years shall not be supplemented and shall be a new retrieval project.

For each retrieval, there will be 2 copies of original reports submitted to the user, and for each additional copy, an additional 30 Yuan shall be charged.

If users from other places need the retrieval report to be posted, then another 30 Yuan will be charged as postage and long distance telephone cost.
